INTRODUCTION

The Ministry of Energy, Minerals & Water (MoEMW) is one of the Puntland government entities, which is mandated to serve the nation on water, energy, and minerals. The Ministry is geared towards promoting socio-economic prosperity through the establishment of systems and structures, implementation of strategies, enforcing policies and regulations to ensure vibrant minerals/petroleum industries, and sustainable energy.

The major and functioning sea port of Puntland State of Somalia is Bossaso port that accounts for close to 90% of all imports into the state. A newly constructed sea port of the Gara’ad district of Mudug region which was constructed with the sole aim of serving its neighboring states and countries will also aid in boosting the states imports statistics.

Bulk Cargo inspection are a critical part of the government & marine surveying process, providing invaluable information about the condition of cargo before, during, and after it is loaded or discharged. They also play a crucial role in monitoring the current state of heavy equipment shipping industry, ensuring that goods are delivered safely and securely.

The Bulk cargo inspection company will be tasked to provide a systematic cargo measurement procedures for use primarily by cargo inspectors and to specify procedures directed at minimizing cargo contamination and losses, in the absence of, or in conjunction with, specific client guidelines.

The service provider either through joint venture / partnership /sole provider shall develop a reference laboratory that is fully equipped with the latest testing equipment, applying international standards, and managed by competent personnel in line with the principles of ISO 17025 and GLP, to guarantee accuracy and validity of tests results.

It’s important to note the following:

  1. The bidder shall bear all costs associated with the preparation and submission of its tender; and the Ministry of Energy, Minerals and Water (MoEMW) will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the tendering process.
  2. A non-refundable tender processing fee will be charged towards the bidding process or bid evaluation. The fee amount and mode of payment will be specified in the in the tender documents regarding the amount and the mode of payment.
  3. An Earnest Money Deposit (EMD) / bid security, will be charged, to ensure that the bidder doesn’t change the offer or withdraws after the contract is awarded to them. The EMD is refundable within a specific time in case the bid is rejected and it becomes non-refundable in case the bidder withdraws or amends the offer after winning the contract.

SKILLS AND QUALIFICATIONS

The Ministry of Energy, Minerals & Water (MoEMW) now invites eligible firms (“Service Provider”) to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). 

The short-listing criteria are as follows:

  1. Core business of the firm and at least 3 years in business (an exceptional understanding and proven experience in developing and managing quality infrastructure, with a particular focus on Inspection & laboratory services (testing) capabilities, accreditation, risk assessment and safety procedures in a developing country context.
  2.  Experience of conducting similar assignments. The Service Provider shall provide the name and contact address of the Clients (office and e-mail address and telephone number), they have provided the service for.
  3.  Experience of relevant services in an environment similar to that of Somalia (added advantage); and
  4. The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage.

The service providers may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub-contractor. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Contractor will be selected in accordance with the Quality And Cost-Based Selection (QCBS) method In the case of QCBS, the total score is calculated by weighting the technical and financial scores and adding them. The Consultant with the Most Advantageous Proposal, which is the Proposal that achieves the highest combined technical and financial scores, will be invited for negotiations.
